Oil & Gas Compliance Consultant (NIPEX, NCDMB & NUPRC)
Doing business with NNPC or International Oil Companies means clearing three separate registration hurdles: NIPEX, NCDMB, and NUPRC.

Three Different Bodies, Three Different Purposes
Nigeria's oil and gas sector has its own dedicated compliance framework, separate from general CAC and NAFDAC-style registrations. Depending on what your company does, you may need one, two, or all three of the following:
NIPEX — Nigerian Petroleum Exchange
An electronic procurement platform (a division of NNPC's upstream investment arm) that links buyers and suppliers in the oil and gas industry. Registering with NIPEX means your company can bid for contracts with NNPC and international oil companies like Shell, Chevron, and TotalEnergies in your area of expertise. Registration requires selecting the correct product/service code for your business.
NCDMB — Nigerian Content Development & Monitoring Board
Established by the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010, NCDMB monitors and enforces "Nigerian Content", the level of local personnel, materials, and services used in oil and gas projects. Registration on the NOGIC-JQS portal is required, along with a Certificate of Authorization for qualifying projects, and companies must demonstrate compliance with local content utilization targets.
NUPRC — Nigerian Upstream Petroleum Regulatory Commission
The technical and commercial regulator for upstream petroleum operations in Nigeria (formerly the Department of Petroleum Resources, DPR). Companies involved in exploration, production, or upstream oilfield services need an NUPRC licence, covering categories from general-purpose minor supplies to major and specialized technical services, obtained through the Commission's online licensing portal.
Typical Documents Needed
Certificate of Incorporation, CAC status report, tax clearance certificates (often for the past 3 years), evidence of relevant professional/technical registrations, and company profile with details of key personnel.
Who Needs This
Any company intending to supply goods, services, or contract work to NNPC, international oil companies, or other operators in Nigeria's upstream oil and gas sector.
Questions people often ask
Straight answers to the questions we hear most often.
Do I need NIPEX, NCDMB, and NUPRC all at once?
It depends on what your company does. Suppliers and service contractors typically need NIPEX registration to bid for contracts. Companies whose activities fall under Nigerian Content Act provisions need NCDMB registration. Companies doing upstream technical or exploration work need an NUPRC licence. Many oil and gas service companies end up needing more than one.
What's the difference between NIPEX and NUPRC?
NIPEX is a procurement and contracting platform, essentially a marketplace where you register to bid for contracts. NUPRC is the actual regulator that licenses upstream petroleum operations and enforces technical and safety compliance.
Is NCDMB only for large oil companies?
No. The Nigerian Content Act applies across the value chain, including smaller local suppliers and service providers, since the Act's purpose is specifically to grow Nigerian participation at every level of the industry.
How long does registration with these bodies take?
It varies significantly by body and by how complete your documentation is on first submission, incomplete applications are the most common cause of delay across all three.
Can Lifehampers help with all three?
Yes. We guide you through NIPEX prequalification and NUPRC permits, and help you prepare for NCDMB, where your company submits its own NOGIC JQS profile and NCEC application as NCDMB requires. We coordinate all of this alongside your CAC and tax compliance.
