NCDMB Compliance Consultant (NOGIC JQS & NCEC)
Lifehampers helps oil and gas service companies get ready for Nigerian Content compliance with the NCDMB: setting up a strong NOGIC JQS profile, preparing for NCEC applications and building the Nigerian Content plans that contracts require.

How Nigerian Content Compliance Works
The Nigerian Content Development and Monitoring Board (NCDMB) enforces the Nigerian Oil and Gas Industry Content Development Act 2010, which sets targets for Nigerian personnel, materials and services in oil and gas projects. For a service company, compliance usually involves three things:
NOGIC JQS Registration
The Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC JQS) is NCDMB's database of companies and their capabilities. Your company registers and maintains its own profile, and is responsible for every document submitted under its login.
NCEC Certificate
The Nigerian Content Equipment Certificate (NCEC) confirms your capacity in your core service category. Under guidance notes effective December 2025, it is approved only on assets, equipment, facilities and personnel you already have, may be verified by site visit, and cannot be transferred.
Nigerian Content Plans
Operators and contractors must show how a project will use Nigerian people, materials and services. Strong, credible plans and records make tenders and NCDMB reviews smoother.
Important: You Apply Directly
NCDMB prohibits agents and middlemen from raising or submitting NCEC applications for a company, and states that it charges no fee for NCEC processing. Be wary of anyone who offers to obtain a certificate for you.
How We Help
We work behind the scenes: reviewing your readiness, organising evidence of your assets and personnel, preparing policies and Nigerian Content plans, and helping your team complete its own NOGIC JQS profile and applications correctly.
Questions people often ask
Straight answers to the questions we hear most often.
Who needs to deal with NCDMB?
Companies working in or supplying Nigeria's oil and gas industry, from operators to small local service providers, because the Nigerian Content Act applies across the value chain.
What is the NCEC?
The Nigerian Content Equipment Certificate, issued by NCDMB to confirm a service company's capacity in a specific category such as fabrication, procurement and supplies, or consultancy. It is based on assets and personnel you already have.
Can a consultant apply for the NCEC on my behalf?
No. NCDMB requires the company itself to raise and submit its application. A consultant can help you prepare, but the submission must come from your company.
Does NCDMB charge for the NCEC?
NCDMB states that it does not charge for applying for, processing or approving an NCEC. Treat any request for payment to obtain one with caution.
Can my subsidiary use our NCEC?
No. NCECs are not transferable, and related companies cannot apply separately using the same facilities, equipment or documents.
