NMDPRA Licence and Permit Consultant (formerly DPR)
Lifehampers helps filling stations, LPG businesses, depots and gas companies get NMDPRA licences and permits, the midstream and downstream approvals that replaced the old DPR licences.

NMDPRA and the End of DPR
The Petroleum Industry Act 2021 dissolved the Department of Petroleum Resources (DPR). Upstream regulation moved to the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), while midstream and downstream activities are now licensed by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
If you previously needed a "DPR licence" for a downstream business, you now deal with NMDPRA. Common approvals include:
- Filling station site suitability, Approval to Construct and Licence to Operate
- LPG retail outlets, LPG plants and cylinder businesses
- Petroleum products depots and storage
- Gas distribution, lubricant blending and products marketing
Site and Documents
Most applications need land documents and survey plan, site plan and engineering drawings, environmental approval, fire service and state approvals, CAC and tax documents.
Staged Approvals
Facility licences usually move in stages, such as site approval, Approval to Construct and Licence to Operate, with NMDPRA inspections along the way.
Fees
Fees are set by NMDPRA's midstream and downstream fee regulations, and a new schedule was proposed in 2024. We confirm the current fees for your licence before you pay.
Upstream Instead?
Oilfield services and supplies to upstream operators need an NUPRC permit (OGISP), not NMDPRA. See our NUPRC permit service.
How We Help
We confirm the right licence, compile documents, coordinate with your engineers and surveyors, file on the NMDPRA portal, prepare you for inspection and track renewals.
Questions people often ask
Straight answers to the questions we hear most often.
Does DPR still issue licences?
No. DPR was dissolved under the Petroleum Industry Act 2021. Midstream and downstream licences now come from NMDPRA, and upstream permits from NUPRC.
Which businesses need an NMDPRA licence?
Filling stations, LPG retail and plants, depots, gas distribution, lubricant blending, products marketing and other midstream or downstream petroleum activities.
What is the difference between NMDPRA and NUPRC?
NMDPRA regulates midstream and downstream activities. NUPRC regulates upstream exploration, production and oilfield services. See our NUPRC permit service.
How long does an NMDPRA licence take?
It depends on the facility. A filling station or plant moving through site approval, construction and licence to operate can take several months.
Do I need other approvals?
Often yes: environmental approval, state and fire service approvals, CAC objects for petroleum business, tax clearance and, for oil and gas contracting, NCDMB registration. See oil and gas compliance.
