What NESREA Regulates
The National Environmental Standards and Regulations Enforcement Agency (NESREA) protects and develops Nigeria’s environment, biodiversity, and natural resources (outside the oil and gas sector, which NUPRC and NCDMB cover separately). NESREA issues environmental permits through its NESPAM portal, grouped into five main categories:
- Air Quality — atmospheric and vehicular emissions, open burning, refrigeration/AC equipment, noise
- Waste & Toxic Substances — waste generation, restricted chemicals, sludge disposal, effluent discharge
- Used Electrical & Electronic Equipment (UEEE) — handling, import, and export

The NESREA Permit Process
- Enrol on the NESPAM portal — provide your Tax Identification Number (TIN) and company details to get started
- Select the relevant permit category — Air Quality, Waste & Toxic Substances, UEEE, or Biodiversity Conservation
- Submit required documents — Certificate of Incorporation, tax clearance certificates for the last 3 years, evidence of payment of the processing fee
- Facility assessment — NESREA reviews your Environmental Management Plan where applicable
- Permit issuance — valid for the stated period, subject to annual renewal

Processing fees vary by permit type and facility; the Annual Permit Fee also varies depending on the facility and its operations, and renewal fees are separately charged each year.
