Short answer: For most Nigerian businesses, WhatsApp has not started charging for replies to customers. Under Meta’s official pricing, you pay for each delivered template message (marketing, utility and authentication), while your normal replies inside the 24-hour customer service window stay free. Use our free WhatsApp API cost calculator to estimate your monthly bill in naira.
Who pays for WhatsApp messages?
Only businesses on the WhatsApp Business API (also called the WhatsApp Business Platform) pay Meta. That is the version used by chatbots, CRMs, shared inboxes and bulk messaging tools. The free WhatsApp Business app on your phone is not charged.
What you pay for, and what is free
- Marketing templates (promotions, broadcasts, newsletters): always charged, and the most expensive category.
- Utility templates (order updates, reminders, receipts): charged when sent outside the 24-hour window, free inside it.
- Authentication templates (one-time codes): charged for each message.
- Your replies to customers inside the 24-hour window: free.
- Click-to-WhatsApp ads: when a customer messages you from an ad and you reply within 24 hours, every message you send for the next 72 hours is free.
Meta has charged per delivered message, not per conversation, since July 2025. It bills Nigerian businesses in US dollars and can change rates on 1 January, 1 April, 1 July and 1 October each year (Meta pricing documentation).
So why are people saying replies became chargeable?
Several news reports and providers said that from 1 October 2026 Meta would start charging for service replies. As of mid-October 2026, Meta’s own pricing page still says non-template messages and utility templates sent inside an open customer service window are free. Meta does charge for replies in one narrow case: general-purpose AI assistant companies, in a short list of countries that does not include Nigeria. A business using an AI chatbot for its own customer support is not in that group.
If your monthly bill does show charges for replies, look at the pricing breakdown in Meta Business Suite or ask your provider. Some providers add their own per-message fees on top of Meta’s.
How much does it cost in naira?
At current estimates for Nigerian numbers, a marketing message costs roughly ₦80 and a utility or authentication message about ₦13, at ₦1,330 to the dollar. A business sending 2,000 promotions and 3,000 out-of-window updates a month would pay about ₦205,000 in Meta fees, before any platform subscription. Rates differ by provider, so enter your own figures in the calculator.
Five ways to cut your WhatsApp API bill
- Send updates while the customer’s 24-hour window is still open, for example straight after they message you.
- Use utility templates for messages customers asked for. Meta decides the category, so keep promotional words out of order updates.
- Send promotions to small, interested segments instead of your whole list.
- Use Click-to-WhatsApp ads to open the 72-hour free window.
- Send simple one-way alerts by bulk SMS when it works out cheaper.
Stay compliant while you message customers
Under the Nigeria Data Protection Act, customers must agree to receive your messages and be able to opt out. The FCCPC has also published draft rules that would require businesses to label AI chatbots and AI-generated marketing, with fines of up to ₦100 million. The draft is not yet final, but building consent and opt-outs in now costs less than fixing them later.
